There are a number of people who rely on Food not Bombs who can't use food banks for a number of reasons, means testing, immigration status, language barriers, etc. They usually hand out food in person but this was something to fill the gaps of when they arent there that has been used in loads of cities already, it's not like they're the only ones to try this.
