Sounds like they couldn't reach and agreement and made an 'offer' to try and make it look like the workers are being unreasonable.
The offer comes first, then the negotiation, then the agreement or disagreement.
If after three weeks you're making another offer then that just means you've failed to reach an agreement then the strike continues, that's how it works.
