My reading of that statement is quite clear. It is not possible to pay the reduced charge and appeal, because payment indicates acceptance of the charge.
If it said, "it is not possible to appeal against the notice and to pay the reduced amount" I'd be more inclined to agree with you. In any case, why not call GCC and confirm?
