| Comment | I was ready to rant that the Scottish Government should simply make supporting such a card a condition of legally running a road/sea/rail/air transport organisation, but apparently transport is a [reserved matter](https://en.wikipedia.org/wiki/Devolved,_reserved_and_excepted_matters).
This is surprising, as I thought the Scotland had responsibility for road building (e.g. there were disagreements between the SNP and Greens over road expansion). What actually is the position here? |
