I'm from Glasgow and have taught in London so might be able to provide some insight

Most schools have uniforms that don't involve tracksuits, certainly the ones I've worked at. It's true that they're usually allowed to wear all black trainers, no idea where that comes from but I don't really see a problem as long as they're wearing the rest of the uniform and wouldn't say they're improperly dressed for their age.

For one a lot of city schools don't have playing fields like English schools tend to. Also because high schools are 11-18 rather than 11-16 like England the pupils are treated much more maturely in my experience.

So yeah they're allowed to leave the grounds at lunch time, make their way to class on time unsupervised etc. It is different and it does mean they can eat worse foods, but without playing fields/grounds it would be unfair to confine 1400 kids to the school grounds imo.

This is just all your opinion as an outsider. We do take pride in our schools and how we fit into the community. Our pupils get enrichment programs that used to only be available to private schoolers (no extra pay for us teachers), we have an eco schools program, we have anti knife, littering, domestic abuse speakers in and teach it as part of PSE too.

But at the end of the day a lot of these kids are from disadvantaged backgrounds and there's only so much we can do without more extensive extra-school social programmes.
