Agreed - and it's safer for everyone if a novice cyclist uses the pavement carefully and considerately, rather than 'practicing' on an unsafe road full of angry psychos in cars - safer for the drivers too, who are less likely to end up with a dead cyclist under their car or through their windscreen.
Then it's just the pedestrians walking along eyes glued to their phones you need to worry about...
