Surely it's just the nature of a city that services much of rural/semi-rural Western Scotland. Ultimately all GCCs measures do is frustrate people as if you live in rural Ayrshire, Renfrew, or Argyll & Bute you don't really have an option other than to drive into the city for work & services.
