The owners are playing chicken with the Council. They refuse to repair it, insisting they need grants from the Council to do it. When the Council refuses and tells them to fix their shit, they do 1 of 2 things:
1. Make it uglier (scaffolding, massive adverts, etc)
2. Threaten to demolish it.
