They're likely going to try to demolish it anyway as they may face charges and fines if debris starts falling on pedestrians.

Nothing is going to be done until people start campaigning in a serious and widespread manner to save the building such that it becomes politically unsustainable to avoid acting.

The landlord doesn't care because they'd prefer a new building for student flats or offices, the council has various competing interests and so does the government, so only the city itself can push for a change in direction and it isn't going to happen if it's limited to making angry comments on social media.
