It's appalling that so many historic buildings are allowed to be purchased and then left to rot, until they either fall down, have to be demolished for safety reasons or mysteriously catch fire.

It should be law that potential new owners submit a costed plan of how they intend to restore, maintain and use the building. If works are not completed in x amount of months / years, then the council takes ownership, has the work completed and the owners have to stump up the cost.
