The sad fact is its a problem that no one wants to solve, the minute you become a homeowner your tied into the market and you need want the value to increase.
I really dont know the answer apart from perhaps more decent affordable social housing stock to provide people with affordable rental properties until they can save enough to get on the ladder should they wish to.
