Worth noting this isn't even why they've been refused a licence, it's just because the place is an absolute slum disgrace and they can't get the licence back by renovating.

Anyone who would subject others to living in those conditions, if not for intervention, isn't fit to be a landlord, so ban them for life. Evil scumbags.
