Glasgow is a strewn with rubbish. Yes it's the people that drop it, but the council are paid to pick it up and (brace yourself) enforce littering laws.
If it was me (and it isn't) I'd have low risk offenders out in all weathers picking up litter. When they pick enough, their sentence is over. If they were done for littering, the amount doubles. Fly-tipping? Pentuples and they have to use their teeth. |
