If it's a community then, yeah, call your filthy neighbours out and tell them you'll notify the council. Would you like police officers/council wardens or whatever to stand around handing out tickets 24/7? That's several more salaries coming from the council to correct something as silly as flytipping. Tell your neighbours to stop being nasty.
