I think whether dogs are accepted largely depends on the area - I'd say you'll definitely have more luck further out of the city! As you said you will also probably be more successful renting a house.
Letting agents can be a pain, you may also have better luck with private landlords. I'd also consider establishing a conversation before mentioning the dogs and any prices initially - have some other questions ready, show interest, and once they show interest in you, ask about the dogs, possible higher deposit and such. Many may just not bother replying seeing you have large dogs.
