As someone who moved here from canada - we would only do fireworks on holidays. I agree with you that I hear people doing them off and on almost every evening. It seems to be more of a recreational hobby here? I really don’t understand the appeal, it’s dangerous, causes damage, and like you said, scares pets - overall an annoyance.
