Snappy Snaps in Byres Road does passport photos. I've used them before, and was happy with the service. Pic looked horrible as do most passport photos, but did the job. As I remember, they have a money back guarantee if your pics are rejected by the passport office.
Maybe a bit out of your way, but they are open until 5.30pm apparently.
