You can get to Elliot Street, but I wouldn't advise bringing your car. The private transport for the delegates are all parking on Elliot Street and Lancefield Street and they're all double/triple/quadruple parking and blocking the entrances to all the businesses. Get the train to Exhibition Centre and walk is my best bet.
