I am from a Northern European country and lights in park is a normal thing there. In winter the sun sets at 4ish, so it's silly not to have lights in public spaces so that people couldn't utilise them. You can go walking your dog, jogging, cross country skiing.
If you study/work 9-5, you then basically start and end your day in the dark, how else can you enjoy the park in winter?
