The city centre section of motorway we call the M8 was never meant to be the main east-west arterial route for the central belt. You can see this in how it was built: it's extremely thin and was intended only to have two lanes each way through the most urban stretch from Anderston junction to Townhead.

The southern flank of the inner ring road (effectively what we have now as the M74) was planned to do that job. That's why the city centre section of motorway is so slim.

It only took on the national/strategic significance it has today because the rest of the surrounding network - the southern flank / M74 - wasn't built, until the 2000s.
