They spend more money on having meetings with their fancy biscuits.
Not to mention the last Lord Provost was buying designer knickers, dresses and hats with our money.
But decent wages for workers... oh, there's none apparently. We need to keep that money by in case someone at the top needs some expressive new curtains for their office or something.
