Delivery vans/taxis etc will still be allowed in these areas. Berlin are considering a policy which would allow 12 car journey's per citizen per year in car free zones. This would allow for moving/loading large items etc. Makes sense to me.
Obviously concessions will be made for disabled vehicles too.
