"Car Free" doesn't mean literally completely free of all motor vehicles at all times. The devil will be in the detail but I expect there may be a few select "entry roads" which allow people to drop off or collect goods inside this zone. Importantly there would be no way to cross the zone, so eliminating all through traffic.

Even cities which have already implemented similar plans, there is a long list of exemptions on certain streets and at certain times. Loading for retail units is usually allowed in early morning hours or in late evening for an hour or two.

The area is also small enough to be very walkable from any side. It also contains three train stations, two subway stations, and will likely be surrounded on all sides by bus routes. Life will go on.
