This ignores the fundamental difference between the city centre and out of town shopping malls: you don't have to negotiate your passage through shopping centres with vehicle traffic.
Imagine if cars, buses and lorries passed down the central concourse of Braehead or Silverburn. Do you think that would encourage people to shop or spend their time there? |
