The emissions and fuel consumption is only one aspect of their inefficiency and short falls. The SUV is a modern problem that should never have happened.
Personally, if a ban is seen as too radical for some, I think they should have some bigger barriers to entry. Maybe make them a separate license category that requires the extended test of the car license.
