You are correct, non-harassment order is the legal term and this does not technically specify location but rather forbids the person “shall not approach, contact or communicate with nor attempt to approach, contact or communicate with”.

Legally the pub are not obliged to cease working with him. Morally, considering there is at least one woman I know of (there are other victims of the threats but I don’t know them personally) that is a frequenters of this bar, it is entirely subjective.

While I believe those that have been found guilty of a crime, served their time and genuinely want to turn their life around deserve a second chance I do believe that employers hold a degree of accountability when made aware of something like this. Personally, as a former manager in the hospitality industry, if I had been shown these restraining orders naming the individual and threatening messages that had been sent by that individual who was in a contractor type role I would cease working with them.

There are other factors in this situation that influence my opinion - I know this guy’s behaviour has continued since these convictions, he is known and openly admits to being a narcissist and getting a kick out of messing with people’s emotions. Is he a threat to every woman that walks into a bar he works in? Probably not. Is he a racist/murderer? Not to my knowledge. But does his type include worming his way into the lives of women who are vulnerable due to trauma, issues with drugs and alcohol, recent breakups, etc. that he often meets while working in these bars? Yes. Has he openly talked about the fact that he fantasises about killing women? Also yes.

In the eyes of the law he has already been tried and pled guilty to making such threats, in addition with the assault charges. In the eyes of some of those that have encountered him is he a concerning individual that is capable of doing worse? Yes.

Complaints to this bar were not the first steps taken. There have been witnesses coming forward, reports made to police, trials held and admissions of guilt. Attempts to warn other potential victims are fruitless because manipulation is what this guy does and I’m sure most of his former victims have long ago come to terms with the fact there is little they can do.

Sure I could go on a witch-hunt of every bar he works at. What’s the point? The only reason the issue was raised with THIS bar is due to the fact that it happens to be our regular hangout, he had agreed he would no longer work there, when he did arrive to work there the manager at the time (not sure if it’s still the same GM) was shown the restraining order, threatening messages sent by him and given a full explanation and he was then removed from the premises. Then a year and a half later when he appears to be working with the bar again and we reach out to the bar to confirm this, after initially confirming it is indeed him and responding by summarising all of the above the bar chose not to respond and do nothing. Once again, it feels an organisation that has all the facts and should probably from a moral perspective address this issue has chosen to sweep it under the rug.

Legally they don’t have to do a thing but morally I believe the bar should a) take he time to respond to these complaints when raised with them and b) genuinely take the time to consider and address the issue. Not doing so feels like it is on the victim to alter their behaviour and continue to actively avoid the offender while the offender gets to continue as if nothing happened.
