I think it’s because of how small the subway is. I barely fit in the train comfortably so I can understand why dogs (that aren’t tiny and can be carried) aren’t allowed.
Re. Starbucks, most if not all of the ones I’ve been in have let my dog in with no questions asked
Caffè Nero is also dog friendly - well the one on Argyle Street is
