| Comment | First of all, I agree this is a complete scam.
Up until about a year ago, the registered keeper and receiver of the letter, didn’t need to release any information about who was actually driving the car, making it impossible for them to find the correct person to charge. This ultimately allowed almost everyone to dodge the charge with legal immunity.
Unfortunately, they law on these fines changed about a year ago, and my understanding is that they can compel you to provide the name of the driver through the court, and ultimately the court can compel you to pay. The real question to ask yourself is; will they go to the bother of recovering the money through a court, or just drop it. But either way, legally, you do actually owe them the money, so it’s worth thinking about it seriously at the point of receiving it.
