A good reason not to pay would be to argue that the sign wasn’t easily visible, and you therefore couldn’t have entered into the contract because you couldn’t read it.
They can kick down your door. I’m sure they did in one of those silly can’t pay programs for exactly this reason.
The gamble for them, and I guess for you, is whether or not the debt is worth chasing, and whether or not you have the means to pay it, but every time it increases, the prospect of chasing it becomes more attractive.
As for you anonymity. You do exist, and they have your name and address from the DVLA. As far as I understand it, the registered keeper inherits the responsibility until they name the driver.
I got caught out a couple of years ago and researched all this at the time, but the law has changed and I can’t remember everything, so I would definitely go and research it yourself. Citizens advice will probably know, you could phone them.
