Plus ScotRail will be fined by Transport Scotland for sending a train out in this condition. Someone had to make the decision whether to accept the fine (plus pay cleaning costs) , or potentially disrupt hundreds of passengers by cancelling or short forming several trains - and still pay to clean the train.
