Late to this, but the basic underlying answer is that so much land on either side of the river, basically from the city out west to Renfrewshire, is owned by the Peel Group - inheritors of the Clyde Navigation Trust.

Essentially it's in private hands. That's why development has been piecemeal, slow, and uncoordinated.

Land has been parcelled off here and there where there was money to be made speculatively, whether for some flats or in grander cases, for the significant redevelopment of the Queens Docks into the SECC in the 70s/80s.

That's the fundamental reason why.
