I think everywhere is still doing this, it's a directive from the Scottish Government not a unilateral decision taken by GPs. Most places are a phone triage first then they can bring you down if necessary. Unfortunately demand is sky high at the moment so this is probably the way things will be for a while as it's much more efficient to deal with things over the phone if possible.
