The same kind of thing applies if graffiti is found inside the train, it’s dirty, lightbulbs out, seats damaged etc. There is actually a group of full time paid travelling inspectors who are continually checking all trains and stations to ensure they meet the minimum standards laid out in the franchise agreement. |
