Once upon a time, I worked in the cleansing department in another council to GGC, and the depot guys were the most workshy shitebags I've ever seen. I swear they went out of their way to find a reason not to do a job and once they'd decided they weren't doing it it was nearly impossible to change their minds. Hopefully a councillor can help you, but I wouldn't hold my breath...
