Even when Glasgow's industries were booming, there was huge inequality and slums that were amongst the worst in Europe. The decline of heavy industry probably delayed the improvements to housing stock etc. since there was less money to go around in general. It wasn't until the mid-1980s that the soot was being sandblasted off historic buildings.
