Except they’re not booted out during the day? Temporary housing doesn’t mean a shelter for the night and no where to go in the day.
If people are genuinely begging on the streets I would say that’s more indicative of the failed benefits system than the councils fault. Some of the people begging on the streets aren’t genuine either.
