Imo Jobsworth behaviour, but on the other hand you're either parker legally or you're not, no matter how honourable your intentions. I got one getting food for a friend and his whole family who were in isolation, i went "jesus what a jobsworth cunt i was there for 8 minutes", I didn't however demand the council rescind it.
