If you refer to the Tenements and Georgian houses, it's very expensive to have modern double glazing, upwards of £5k - £7k now. I believe you can't use PVC in them either, it has to be wood. But someone might correct me on that.

The cost of double glazing far outweighs the cost of turning the heating up, and definitely if you're not sure that you'll be living there for the rest of your days.
