I see a lot of this in Victoria Road. The pavement isn't always wide enough and some shop displays take up more than half of the space so sometimes pedestrians have to step into the cycle lane to pass (obviously looking first - you're effectively stepping into the road. I use the cycle lane too so I get the challenge).

But Sauchiehall St is the opposite in my experience. Despite the fantastic cycle lanes, there always seem to be cyclists on the pavement, often food deliveries. I guess they find it more convenient to cycle on the side they pick up from. I'd say live and let live but it rips my knitting that pedestrians have to be the ones to stop and jump out of the way every time. Agree with the comment above that there are people doing wrong in all modes of transport and common sense (and courtesy) is the solution.
