They weren't "targeted". They were parked in a cycle lane and asked to move. They didn't.
Why is it controversial that they received a fine? Anyone doing this would be fined.
It might well be that they've been parking in that spot for years with no issue. But since 2020 it's been a cycle lane. There are painted bike symbols on the road explaining this.
