Just like when cyclists use the road, often flouting the rules, or have poor knowledge of the highway code, drivers of vehicles still need to look out for vulnerable road users (cyclists and pedestrians) even when the vulnerable road user is in the wrong.

You as a cyclist on a cycle path need to look out for the vulnerable pedestrians who may flout the courtesy code of staying out of the bike lane. There is no laws preventing pedestrians entering or crossing the bike lanes.
