Your selective stats are not convincing me Glasgow has careful drivers. I'm on the road every day. I see how little of a shit they give for cyclists.

Report from this year - six year high in cyclists fatalities in Scotland.

The Dept of Transport stats for 2018, so pre weird COVID/lockdown distortions of usage show that (p. 17)

There were 1.8 fatalities per billion for motorists
There were 20 TIMES that for cyclists - 29.7.

Some of those people maybe cycled into a canal I guess but the vast majority were involved in car accidents.
