Well, I'm reporting it the way I heard it - perhaps it's more that Network Rail dragged their feet with upgrades? Either way, the Dutch company are doing great work in the Netherlands and were blaming the state of the British infrastructure and our unwillingness to bear the burden of updating for their struggles to recreate their success, and it seems about right to me.
