Well, there's a twofold problem.

Firstly that having that percentage be social housing leads to developers increasing the prices of the rest. This in turn makes them even less affordable, and increases the number of people who can't afford housing, increasing demand for social housing.

Additionally, there's still quite a few loopholes that developers will use to get out of building any social housing. If they claim that they'll be at a loss for instance, they can be allowed not to. Or in a lot of cases, they just have the right ear and fill the right pockets.

Honestly, social housing is not something the private sector can solve. We need a better system than relying on profit based corporations.
