Is there anything like a standard charging structure for blocking a road? For example, the company has to pay £X per day, per lane blocked, per length of blockage in metres (with some multiplier for busier roads, junctions, etc.). In theory, depending on the value of X, this would incentivise speedy completion (like working until it's done, rather than 5pm) and co-operation.
