I do remember my Grandpa (who was an engineer) complaining about the patch work on roads saying that really there should be a larger section cut out and fully resurfaced to avoid the patches failing. So I get what you are saying about them not being done properly. Also on timings, it does seem that you report a pothole, and nothing is done until it's massive. But both of these still run on the reactive model.

Around logistics, I am just thinking about the fact that likely everyone will complain about roads being closed for work (but at the same time complain about the state of the roads). I think instead of logistics it would be a case of getting community buy in that it's going to be a hassle for a period but we will end up with better roads in the long run.
