Underfloor insulation exists, and one can either get a rockwool type affair held on by netting or rigid. The latter is more expensive but better *if* installed correctly.

We got rigid, made a hee-ooj difference.

It would have to be you landlord that gets it done, and I hope they have better luck that I did getting support. The site was a confusing mess of links going everywhere and the helpline was useless. Ended up having to pay for everything ourselves.
