Yeah I think that would be a good option. Streets like Byres Road which are surrounded by housing have survived quite well.

For those who live in suburbs, the city centre is an inconvenience -- so it makes sense to convert more of the city centre into housing (there's definately the demand for it) which I suppose will help make it a more lively place.
