Because they went for short term solutions to save money which ended up costing more in the long run.

The tenements were razed to the ground (destroying whole communities), high rises were put up in place, these became slums but without the community that existed before, they were then demolished, and now they're starting to rebuild housing at around the same density.

Many of the demolished buildings were architecturally beautiful and were only made decrepit through sustained neglect by the government and council. If they'd been renovated and saved, I'm sure they'd be considered premium housing stock now.

Even where the worst slums were (Gorbals for example) there was a lot of beauty that would be a thriving community today. Some pictures can be found at the links below:
