I think you should just try and talk to them first, drop a letter by if you're too shy. Asking nicely is always a good start, sometimes if you escalate before taking the first step people can take it poorly. They may not be aware of how loud they are being and may be able to make adjustments to their set up/plans to accommodate you better.
